Sundar spent fourteen months waiting for his builder to hand over his flat. When the call finally came “possession ready, please come collect keys” he drove to the site that same evening, excited and relieved.

At the handover meeting, his brother-in-law sitting beside him asked the builder one question before Sundar touched the keys.

Without an OC, a building has been constructed but not officially certified as safe and complete in the eyes of the authority that approved its plan. Residents living in a building without OC are technically occupying a structure that the local body has not cleared for use which creates complications for water and electricity connections, property tax assessment, home loan processing, and future resale.

For buyers purchasing completed apartments or resale flats, verifying that the building holds a valid OC is one of the most important checks before any money changes hands.

Using the CMDA and GCC Portals Directly

For properties within the Chennai Metropolitan Area, the CMDA and Greater Chennai Corporation maintain online systems through which building approvals and completion records can be accessed. The GCC’s online portal chennaicorporation.gov.in allows users to check building plan approval status and related documentation for properties within GCC’s jurisdiction.

Buyers can search using the building plan approval number  which the developer or seller should be able to provide and verify whether the completion certificate or OC has been issued against that specific approval.

Asking the Right People When Online Access Is Incomplete

Tamil Nadu’s online civic systems are improving but not yet uniformly comprehensive for OC records across all localities and building ages. For properties where online verification returns incomplete information, the correct approach is a direct inquiry at the Sub-Registrar’s office or the relevant local planning authority CMDA, GCC, or the applicable town panchayat with the building approval number in hand.

Why Sundar Was Right to Leave Without the Keys

His builder produced the OC six weeks later after completing a few pending compliance items that the inspection authority had flagged. The possession happened cleanly, with the certificate in hand, and Sundar’s home loan processing completed without the complications that buyers who accept possession without OC routinely encounter.

His brother-in-law’s single question delayed the handover by six weeks. It prevented complications that could have taken six months or longer to resolve after possession including the builder’s reduced incentive to close the OC once the buyer had already moved in and paid the full amount.

Checking an occupancy certificate before buying property is not a sign of distrust toward a builder. It is the standard of care that every property purchase deserves and that every legitimate builder should be able to satisfy without hesitation.
